This Statutory Instrument temporarily amends 10 sets of regulations relating to children’s social care in England. The Government, in the Explanatory Memorandum to the Instrument, has said the changes are intended to help local authorities “prioritise the needs of children, whilst relaxing some administrative and procedural obligations…but maintaining appropriate safeguards” during the coronavirus outbreak.

The regulations provide for the amendments to be in place until 25 September 2020 and for the Secretary of State for Education to keep them under continuous review. The Memorandum also says that the changes “are being made in the context of a public health emergency and there is no current evidence to suggest the amendments will be necessary for a longer period of time”.
